No — use it at the task or feature level, not per commit. Small tasks may reasonably score lower on rigor (for example, manual testing only) without that being a problem.
No. The score reflects how much rigor is built into your checklist (automated tests, a named reviewer, documentation, production deployment), not whether the task is complete. A low-risk task can validly ship with a lightweight checklist.
Treat it as a starting draft to adapt, not a replacement for a team-agreed standard. Team-wide Definition of Done should still be agreed once and referenced, not regenerated per task.
