A measure without a number ('will improve engagement') can't be judged pass or fail later. A number gives you a clear target.
Without a timeframe, a hypothesis can be claimed 'still in progress' indefinitely. A deadline forces an honest check.
It's a lightweight precursor. A full experiment design would add sample size, test duration, and statistical significance criteria.
