Having material in every required language is only useful if that material reflects the current, clinician-approved source content — a fully covered but entirely stale library is just as much a risk as missing languages, so the two factors are averaged equally.
Any translated material that has not been updated to match the latest approved version of its source content. The calculator treats total materials minus up-to-date materials as stale.
