A feature with high delivery uncertainty is more likely to run over budget or timeline than estimated, so its effective value-per-dollar is discounted to reflect that risk.
A feature required for launch deserves priority even at a moderate value-per-dollar ratio, while a clearly post-launch feature needs a stronger ratio to justify pulling it forward.
